General Overview:
FPF is seeking a part-time consultant to support a project on privacy and AI governance in the Asia-Pacific (APAC) region, with a specific focus on Japan. The main goal of the project is to gather, synthesize and sense-make primary research on approaches to data protection and AI governance from a diverse range of stakeholders. An ideal candidate should have a strong understanding of data protection law and AI governance frameworks in the region, a familiarity with relevant industry stakeholders and experts in Japan, and experience implementing semi-structured interviews and other primary and secondary research methods. Professional working proficiency in both English and Japanese is a must for this role.
This role is for a fixed-term contract with an expected duration of 6 months starting ASAP. The consultant is expected to dedicate around 25 hours per week towards support for this project, and related work for the FPF APAC office (based in Singapore).
Key Responsibilities:
- Build and distribute a survey using software, such as Tableau, Qualtrics, Survey Monkey, etc.
- Co-facilitate semi-structured interviews with participating organisations in Japanese on topics related to Japan’s data protection and AI governance framework.
- Organize data collected from surveys and interviews with participating companies into a comprehensive data dashboard, and analyze data to identify cross-cutting themes and insights.
- Assist with company engagement as needed, including participating in intake conversations and providing recurring program updates.
- Support the facilitation of an in-person data collection workshop in Tokyo, Japan (expected March 2026), as well as a potential event in Singapore or Japan sometime in July 2026.
- Contribute to the drafting of a final report summarizing research findings and proposing policy recommendations.
- Project management and facilitation duties, including basic administrative tasks.
Qualifications:
- Bachelor’s degree in a related field (e.g. law, public policy, government and politics, or a social science).
- Professional experience in data protection, AI governance, technology policy, global privacy, or a related field, preferably in the APAC region.
- Demonstrated experience with qualitative and quantitative research methods.
- Professional working proficiency in English and Japanese.
- Excellent verbal communication and interpersonal skills.
- Demonstrated ability to communicate key ideas in writing with relevant stakeholders, including tailoring materials to the appropriate audience.
- Conscientious and motivated self-starter with the ability to work independently and as part of a team.
- Ability to work flexibly and productively in a hybrid work environment involving multiple time zones.
