The Future of Privacy Forum (FPF) has been globally and deeply engaged in AI governance and regulation for nearly a decade. Since 2023, FPF’s Asia-Pacific office (FPF APAC) has been engaged in a year-long study on the governance and regulation of “Generative AI Systems” in the Asia-Pacific.

At the same time, Lee & Ko, a distinguished law firm in South Korea, has been pivotal in shaping South Korea’s AI legal framework, offering expertise and support to both private and public sectors.

Alongside Lee & Ko, FPF APAC is pleased to announce the launch of a comprehensive report on “Navigating Governance Frameworks for Generative AI Systems in the Asia-Pacific” (Report) at an in-person launch event set to coincide with the 2nd AI Safety Summit in Seoul, South Korea

The Report focuses on:

  • Understanding how generative AI systems and Large Language Models (LLMs) work.
  • Identifying existing and emerging governance frameworks for generative AI systems and LLMs in the Asia-Pacific.
  • Assessing the implications of these frameworks for the development and deployment of generative AI systems and LLMs in common use cases in the Asia-Pacific.
  • Proposing high-level strategies and approaches for managing the regulatory and governance implications of generative AI systems and LLMs.

To reflect the multistakeholder nature of these complex issues, FPF APAC and Lee & Ko are pleased to partner with South Korea’s Ministry of Science and ICT (MSIT) and the Personal Information Protection Commission (PIPC) for this launch event. In particular, the launch will see a panel comprising regional representatives from government, industry, academia, and law firms.


Future of Privacy Forum(FPF)은 약 10년 동안 전 세계의 AI 거버넌스 및 규제에 대해 깊이 연구해 왔습니다. 2023년부터 FPF의 아시아태평양 사무소(FPF APAC)는 아시아 태평양 지역의 “생성형 AI 시스템”의 거버넌스 및 규제에 대한 연구를 1년간 진행해 왔습니다.

동시에, 한국의 저명한 로펌인 법무법인(유) 광장(Lee & Ko)는 민간 및 공공 부문 모두에 전문지식과 지원을 제공하며 한국의 AI 법적 프레임워크를 형성하는 데 중추적인 역할을 해왔습니다.

FPF APAC은 Lee & Ko와 함께 대한민국 서울에서 열리는 제2회 AI SAFETY SUMMIT에 발맞춰 “아시아 태평양 지역 생성형 AI 시스템 거버넌스 프레임워크 탐색”에 대한 포괄적인 보고서를 발표할 예정입니다.

이 보고서는 다음 사항에 중점을 두고 있습니다: (a) 생성형 AI 시스템과 대규모 언어 모델(LLMs)의 작동 방식 이해, (b) 아시아 태평양 지역의 생성형 AI 시스템과 LLMs을 위한 기존 및 새로운 거버넌스 프레임워크 파악, (c) 아시아 태평양 지역의 일반적인 사용 사례에서 생성형 AI 시스템과 LLMs의 개발 및 배포에 대한 프레임워크의 영향 평가, (d) 생성형 AI 시스템과 LLMs의 규제 및 거버넌스 영향 관리를 위한 높은 수준의 전략과 접근법 제안.

이러한 복잡한 문제의 다자간 특성을 반영하기 위해 FPF APAC와 Lee&Ko는 한국의 과학기술정보통신부(MSIT) 및 개인정보보호위원회(PIPC)와 협력하여 이번 출범 행사를 개최하게 된 것을 기쁘게 생각합니다. 특히 이번 출범식에서는 정부, 산업계, 학계, 로펌의 지역 대표들로 구성된 패널이 참여할 예정입니다.

Panel Discussion on Generative AI Governance in the Asia-Pacific and Lessons Drawn from the EU and US

Although generative AI burst onto the scene over the year ago, the governance and regulation of generative AI continues to be a top concern for governments and regulators globally. At the same time, new AI regulatory regimes are beginning to emerge, including in powerhouses such as the EU, US and China. All these translate into a fast-evolving and potentially fragmented space, with significant implications for governments, industry and other practitioners. What are some of the common challenges and concerns faced by governments and industry in generative AI governance and regulation? How does the APAC regulatory landscape for generative AI compare with the regimes in the EU (including the EU AI Act) and the US? What are some “good practices” for policymakers and industry to ensure the trustworthy and responsible development and deployment of generative AI?

Josh is deeply passionate in the issues at the intersection of law, policy and technology, and is a changemaker in the spheres of the law of tech, and the tech of law.

As a legal architect that hopes to re-shape relationships disrupted by technology, Josh is the Managing Director, Asia-Pacific of the Future of Privacy Forum. In this role, he leads a team furthering FPF’s mission of advancing data protection best practices and the trusted development and use of emerging technologies in the region.

Josh received his LL.M. from the University of California, Berkeley, School of Law in 2022, where he was named to the Dean’s List for his academic achievements. Josh was also a Richard Buxbaum International Graduate Fellow and a White & Case Kathryn Aguirre Worth Scholar. An active contributor to Berkeley Law’s student body, Josh served as the LL.M. Editor of the Berkeley Technology Law Journal and co-founded B-LIT, Berkeley’s first legal innovation student organisation.

Before postgraduate studies, Josh served for half a decade in the Singapore Government. More recently, he was the Legal Policy Manager for Artificial Intelligence (AI) Governance in Singapore’s Personal Data Protection Commission, where he managed Singapore’s overall AI governance policies. Before that, Josh was an Assistant Director for Legal Policy in the Ministry of Law, where he drove criminal and civil legislative reform, particularly in technology and online harms. He also practiced as an international arbitration lawyer in a large Singaporean law firm.

As a driver of the tech of law, Josh is the first Chairperson of the Asia-Pacific Legal Innovation and Technology Association (https://alita.legal), a pan-regional industry platform driving legal innovation and technology initiatives in the region. Josh also co-founded LawTech.Asia (https://lawtech.asia) and etpl.asia, organizations that advance thought leadership on law and technology in Asia. In 2019, Josh was identified by Asia Law Portal as one of Asia’s Top 30 Persons to Watch in the business of law.

In addition, Josh is a member of Singapore’s Law Reform Subcommittee for Robotics and AI, where he authored a law reform report on “Criminal Liability, Robots and AI Systems”.  Josh was also a chapter co-author of Law and Technology in Singapore, which was edited by Professor Simon Chesterman, Professor Goh Yihan, and Judge of Appeal Andrew Phang. Given his keen interest in new technologies like AI and its potential impacts on society and governance, Josh is also a voting member of the IEEE P2863 Working Group on Organisational Governance of AI Systems, and holds research roles in the National University of Singapore and the Singapore Management University. He speaks regularly at conferences and dialogues in the law of tech and tech of law ecosystems.
