Overview

This July, the Future of Privacy Forum will be participating in several events during Personal Data Protection Commission Singapore’s (PDPC) Personal Data Protection Week, as well as the International Association of Privacy Professionals’ (IAPP) Asia Privacy Forum 2023.

Singapore’s Personal Data Protection Commission (PDPC) is the country’s main authority when it comes to issues of relevance regarding personal data protection, and represents the Singapore Government on the international stage on data protection issues. Every year, Singapore’s PDPC hosts Personal Data Protection Week meant for robust discussions on the latest developments in data protection and use of data tech.

FPF Training Program: Proposed EU AI Act

In April 2021, the European Commission published a proposal for a Regulation laying down rules on artificial intelligence, the so-called EU Artificial Intelligence Act. Right now, the last stages before its adoption are underway in Brussels. The impact of this Regulation will be broad, not only because the EU AI Act will be the first legally binding act worldwide regulating the development and use of AI systems but also because of its extraterritorial effect. The aim of this training is to familiarise participants with the legal implications the Regulation will have on providers and deployers of AI systems and to give insight into its current legislative process and possible timeline for adoption.

  • The EU legislative process for the AI Act: institutions involved, what to expect as next steps and when;
  • The AI supply chain and the obligations of the actors involved;
  • Conformity Assessment and Fundamental Rights Impact Assessment;

From DPO to Data Ethics Officer, Don’t Fall Behind!

The focus on data protection has evolved into a concern for data ethics. With new laws and regulations coming up worldwide on data processing and AI, organizations will have new obligations relating to non-personal data and broader responsibilities for personal data. Organizations can no longer afford to look at data from a siloed “personal data protection” approach. This new development has led to what is currently described as “data ethics.” Many organizations are currently looking to establish data ethics programs. The role of the data protection officer in this new compliance environment is changing. While DPOs traditionally took up data protection compliance, the role of the DPO may have to be reshaped to encompass these new data ethics challenges. What will be the impact of data ethics on the function of the DPO? The panelists will discuss these questions, as well as rebuilding the narrative from data protection officer to data ethics officer.

Unlocking Legal Bases for Processing Personal Data in APAC: A Practical Guide

Drawing on findings from the Future of Privacy Forum’s research into legal bases for processing personal data across Asia-Pacific, leading regional experts will share insights into how organizations and regulators can practically operationalize compliance programs to re-balance the use of consent and alternative legal bases like “legitimate interests” for processing personal data.

The panel will also discuss key roadblocks faced by practitioners and offers a roadmap forward including: the challenges stakeholders face in utilizing lawful grounds for processing regionally; strategies they use to comply with the wide regional variation of requirements; challenges regulators and policymakers face in increasing regional convergence and interoperability; the development of consistent standards and guidelines on processing personal data; and how consent can be obtained in a human-centric, UX-oriented manner.

Navigating Governance Frameworks for Generative AI Systems in the Asia-Pacific (Closed-Door Roundtable)

Regionally, there has been an increasing interest in understanding how generative AI systems and Large Language Models (LLMs) work, how existing and emerging governance frameworks would apply to generative AI systems, as well as exploring new regulatory and governance approaches of these technologies. Leveraging the FFP APAC office’s ongoing work on Generative AI, this roundtable will collectively explore the intersection of the technical underpinnings and regulation of generative AI systems and LLMs.

Katerina Demetzou

Policy Counsel for Global Privacy, Future of Privacy Forum

Katerina Demetzou is a Policy Counsel for Global Privacy at the Future of Privacy Forum. She is working to further understanding of the state of play and global trends in data protection and privacy laws around the world, with their impact on the rights of individuals and on various technologies and digital services.

Since 2016, Katerina has conducted research under the supervision of Prof. Mireille Hildebrandt as a PhD Candidate at the Radboud Business Law Institute (OO&R) and is a member of the Interdisciplinary Hub for Security, Privacy and Data Governance (iHUB), both situated at the University of Radboud of Nijmegen in the Netherlands. Her research focuses on the legal qualification of the concept of high risk as a legal requirement for performing Data Protection Impact Assessments (DPIA) under Article 35 of the GDPR. She has authored and co-authored articles on the nature and the role of risk under the GDPR. Her research interests also revolve around fundamental rights and Artificial Intelligence.

Prior to starting her PhD, Katerina worked as a legal and policy trainee for the European Data Protection Supervisor in Brussels being part of the Policy and Consultation Unit, as well as for the Hellenic Data Protection Authority in Athens, Greece.

Katerina obtained her law degree from the National and Kapodistrian University of Athens (2012, Greece) and she holds an LL.M. on ‘Law and Technology’ from the University of Tilburg (2015, Netherlands).

Josh Lee Kok Thong

Managing Director, APAC, Future of Privacy Forum

As a legal architect that hopes to re-shape relationships disrupted by technology, Josh is the Managing Director, Asia-Pacific of the Future of Privacy Forum. In this role, he leads a team furthering FPF’s mission of advancing data protection best practices and the trusted development and use of emerging technologies in the region.

Josh received his LL.M. from the University of California, Berkeley, School of Law in 2022, where he was named to the Dean’s List for his academic achievements. Josh was also a Richard Buxbaum International Graduate Fellow and a White & Case Kathryn Aguirre Worth Scholar. An active contributor to Berkeley Law’s student body, Josh served as the LL.M. Editor of the Berkeley Technology Law Journal and co-founded B-LIT, Berkeley’s first legal innovation student organisation.

Vincenzo Tiani

Partner of PANETTA Law Firm; Programme & Dissemination Coordinator at the Brussels Privacy Hub

Vincenzo Tiani, LLM, Partner of PANETTA, a law firm specialised in data protection and data economy, manages and represents the Brussels office of the firm. He is a researcher at the VUB – Brussels Privacy Hub (BE) and adjunct professor of law and technology at IULM University (IT) and EDHEC Business School (FR). He also writes about data economics for leading Italian newspapers such as Wired, Repubblica and Sole 24 Ore.
