With over two decades in regulatory policy, public affairs and legal practice, Cornelia Kutterer is a highly experienced tech policy expert. For the past 15 years, she played a pivotal role at Microsoft in Europe, driving responsible tech policies. Her areas of focus include privacy, AI, sustainable due diligence, human rights, safety and content moderation, law enforcement, market regulation and health policies. In her role, she has been closely working with Microsoft’s AETHER committee (as a member of the privacy subgroup), the Office of Responsible AI, and the privacy preserving machine learning group in engineering. She has led many initiatives to enhance legal thinking in relation to emerging technologies through Microsoft’s academic programme in Europe. She is currently a part-time adjunct senior researcher at the AI-Regulation Chair of the Multidisciplinary Institute in Artificial Intelligence, University Grenoble Alps (MIAI). Cornelia participates in multiple responsible AI governance projects, including in the newly established IAPP AI Governance Centre (Member of the Advisory Board), the OECD network of experts on AI Risk & Accountability, the CRIM_AI project at the University of Luxembourg, and the CAI at the CoE. Prior to her role at Microsoft, she led the legal department of the European Consumer Organisation BEUC and gained professional experiences in a top 10 law firm, a social security fund and the European Parliament. She holds a law degree from the University of Hamburg and a master’s degree of information technology and telecommunication law from the Strathclyde university in Glasgow and is a fully qualified attorney-at-law (Germany).
