
Jocelyn Aqua is the Co-Chair of the Data, Privacy and Cybersecurity Practice at HWG, LLP, a member of the AI and Emerging Technology Practice, and a trusted advisor to global executives and boards on data protection, data governance, AI governance, cross-border data, and emerging technologies. She provides strategic and practical guidance on U.S. and international regulations, helping organizations navigate state, federal, and global compliance requirements.
Jocelyn was a partner with PwC from 2016-2025. As the Data, Privacy, and Ethics Leader for PwC’s Products and Technology organization, she built and led an office of 40+ professionals focused on first-line organizational capabilities in data governance, privacy, accessibility, and AI governance. Under her leadership, the organization partnered with product and digital asset teams to drive innovation that aligned with regulatory requirements across jurisdictions. Additionally, as a Data, Risk, Privacy and AI Governance Principal, she advised leaders in technology, telecommunications, hospitality, and financial services to design and implement global privacy programs, AI governance programs, and align to privacy, cyber, AI and cross-border data regulatory requirements.
Jocelyn has 15 years of public sector experience in privacy, compliance, cybersecurity, and national security through senior roles at the U.S. Department of Justice’s National Security and Criminal Divisions and the Office of the Director of National Intelligence (ODNI). She represented the U.S. in high-stakes negotiations with the European Commission on cross-border data transfers and U.S.-EU data sharing agreements.
Jocelyn holds a J.D. and M.A. from The George Washington University and a B.A. from Pennsylvania State University. She is a Certified Information Privacy Professional (CIPP) and currently serves as a Senior Fellow at the Digital Democracy Lab, William & Mary School of Law, as the external general counsel for the AI Trust Foundation, and is a member of the Advisory Board of the Future of Privacy Forum and the Leadership Council of FPF’s AI Center.
