Kwang Bae PARK is a senior partner and leader of the Technology, Media, and Telecommunications
(TMT) group, as well as head of the Data Privacy and Cybersecurity (DPC) practice at Lee & Ko in
South Korea. With over 25 years of experience, he has represented and advised a broad range of
foreign and domestic companies, focusing on various TMT and DPC issues. His expertise includes
telecommunications, media, e-commerce, internet content and advertising, IT outsourcing, data
privacy compliance, and data breach litigations, including some of Korea’s largest cases.
Recognized since 2008 by legal institutions like Asia Law, Chambers Asia, Legal500 and The
International Who’s Who Legal, Park is a leading lawyer in TMT and DPC. He was awarded the
National Medal of Merit in the ICT Sector by the President of the Republic of Korea in 2013. Park has
contributed to over 30 articles and numerous speeches on TMT and DPC topics, especially on cross-
border issues.
In addition to his legal practice, he has been served in various public and private sector roles,
including as an outside director for the Korea Internet & Security Agency (KISA) and the Korea Data
Agency (K-Data). Park is admitted to practice in Korea and New York and is fluent in Korean and
English.
